I’m using mozilla firefox then suddenly the windows internet explorer will pop up with an annoying advertisement, how can i remove this, is my PC infected?

Everytime I click a link in Internet Explorer, a new window pops up. It’s always blank and vanishes almost instantly. I’m trying to figure out what it’s trying to load, but so far the best I have gotten is that the IP address may start with 83 and sometimes the titlebar has a 404 error right before closing. Any idea how to get rid of this? I have tried Microsoft Update, Symantic AntiVirus, Spybot and Ad-Aware, all with the latest updates. I’m running Windows XP Media Center Edition 2004 and Internet Explorer 6.
